Key takeaways

  • The European Central Bank announced on October 29, 2026, at 11:00 CET (10:00 UTC) that President Christine Lagarde will step down on February 7, 2027.
  • Neither the ECB nor Lagarde gave a reason for leaving before the end of her eight-year term, which began in November 2019.
  • The European Council will appoint her successor under Article 283 of the Treaty on the Functioning of the European Union.
  • Hours later, at 14:15 CET (13:15 UTC), the ECB kept its three key rates unchanged: deposit facility 2.50%, main refinancing 2.65%, marginal lending 2.90%.
  • For ASEAN investors, the main questions are the euro's direction against regional currencies and who will lead euro area policy from 2027.

Christine Lagarde will step down as President of the European Central Bank on February 7, 2027, months before her term was due to end, the ECB said in an official press release on Thursday, October 29. No reason was given. The European Council will choose her successor.

What happened: Lagarde to step down as ECB President

According to the ECB statement, published at 11:00 CET (10:00 UTC), Lagarde told the Governing Council and European Council President António Costa of her decision the same day. The ECB said the Governing Council thanked her and gave her a long standing ovation.

Euronews reported that her exit comes about nine months before her eight-year term was due to end. It quoted Lagarde as saying she was leaving with "a sense of a job well done" and an ECB "fit for the future". Euronews also reported that Costa said the appointment process for her successor "will be initiated today and will proceed without delay."

The announcement came before the ECB's scheduled monetary policy decision. At 14:15 CET (13:15 UTC), the ECB said the Governing Council had decided to keep its three key interest rates unchanged.

In its policy statement, the ECB said rising energy prices pose upside risks to inflation and downside risks to growth, and that financing conditions have tightened since its previous meeting. The bank said it is "not pre-committing to a particular rate path" and will decide meeting by meeting. Our preview of the October ECB meeting sets out the inflation and market backdrop going into the decision.

What we know and what we don't know yet

Confirmed

  • Lagarde's last day as ECB President will be February 7, 2027 (ECB press release).
  • The European Council appoints the next president. Euronews reported that the decision is taken by qualified majority, after a recommendation from EU finance ministers and consultation with the European Parliament and the ECB Governing Council.
  • The ECB held its key rates at the same meeting (ECB monetary policy decision).

Not yet known

  • Why Lagarde is leaving early. The ECB release gives no reason.
  • Who will succeed her. No candidate has been formally nominated by the European Council.
  • What Lagarde said at the 14:45 CET press conference. Bullquill has not verified those remarks and does not report them here.
  • How the euro and euro area bond markets reacted over the full trading day.

Background: names in the frame and a wider board reshuffle

Euronews reported that names discussed for the post include Pablo Hernández de Cos, the former Bank of Spain governor who has led the Bank for International Settlements since 2025; Klaas Knot, who ran the Dutch central bank from 2011 to 2025; and Bundesbank President Joachim Nagel, who has not made a formal bid. Euronews said that in February there were reports that Lagarde planned an early exit so that the succession could be settled before France's presidential election in April.

Her departure is part of a wider change at the top of the ECB. Euronews reported that Executive Board member Isabel Schnabel leaves on January 3, 2027, to join the International Monetary Fund, and that chief economist Philip Lane's term ends on May 31, 2027. Euronews also linked the rate decision to stress in the French bond market, which we covered in our report on France's 10-year yield.

Why it matters for ASEAN currencies and investors

The ECB publishes a daily euro reference rate against the region's major currencies. The most recent rates available when this article was written were for October 28, 2026, the day before the announcement.

ECB euro reference rates against ASEAN currencies (October 28, 2026)
Currency1 euro =
US dollar (USD)1.1133
Singapore dollar (SGD)1.4274
Malaysian ringgit (MYR)4.5389
Thai baht (THB)37.602
Philippine peso (PHP)71.240
Indonesian rupiah (IDR)20,235.79

These rates are the baseline for measuring how the euro moves against regional currencies after the leadership news and the rate hold. Bullquill does not attribute any currency move to the announcement until market data confirms it. Several ASEAN currencies were already under pressure before the ECB news, as covered in our reports on the rupiah near its record low and the Philippine peso at a record low.

What it means

For now, the ECB's policy stance is unchanged. Rates are on hold, and the bank says it will decide meeting by meeting as energy-driven inflation risks persist, a dynamic explained in how oil price shocks hit inflation and rates. Lagarde stays in office until February 7, 2027, so she is set to chair the remaining 2026 policy meetings. The bigger change comes in 2027: the euro area will get a new president, a replacement for Schnabel and, by mid-year, a new chief economist. For investors in Singapore, Kuala Lumpur, Bangkok, Manila and Jakarta, the dates to watch are the European Council's nomination and the ECB's next decision in December.
