Key takeaways

  • The ifo Business Climate Index for Germany rose to 90.2 points in October 2026 from 89.9 in September, according to the ifo Institute.
  • The gain came entirely from expectations, which climbed to 91.6 from 90.4. The current-situation index fell to 88.8 from 89.5.
  • Manufacturing led the improvement, construction also brightened, trade was flat and services weakened.
  • It was the sixth monthly rise in a row and the highest reading since spring 2023, after a low of 84.5 in April.
  • The data lands two days before the European Central Bank's October 28–29 meeting, with the deposit rate at 2.50%.

Germany's ifo business climate October 2026 reading came in at 90.2, up from 89.9 in September and the sixth monthly rise in a row. Expectations climbed to 91.6 while the current-situation index fell to 88.8, the ifo Institute said Monday.

The detail is less one-sided than the headline. Firms became more hopeful about the next six months, but they judged current business slightly worse than in September. That split matters for how much weight markets and policymakers put on the reading.

ifo business climate October 2026: the numbers

The ifo index is built from two questions: how companies rate their current business situation and what they expect over the next six months. The headline climate index combines the two. All three gauges are indexed to 2015 = 100.

Forecasts were not uniform. A dpa report carried by Ad Hoc News said analysts had expected the index to stay flat at 89.9, while Reuters' poll pointed to 90.0. On either measure, October came in slightly above expectations.

Why did the ifo index rise in October?

According to ifo, the increase was driven by more confident expectations, not by stronger current trading. Klaus Wohlrabe, who heads ifo's surveys, told Reuters that the German economy is steadily gaining a foothold and working its way out of a trough. He said output probably stagnated over the summer, but that the October survey points to a good fourth quarter, according to Handelsblatt's account of the interview.

Handelsblatt linked the expected upturn to higher government spending on infrastructure and defence. Germany's Bundesbank has also said it expects the economy to stagnate in the third quarter before growing noticeably in the fourth, according to dpa.

The headwinds have not gone away. dpa listed higher energy prices, which weigh most on industry, the war involving Iran, low river water levels that slowed shipping in the third quarter, US tariffs and competition from China as risks to the recovery. Its assessment was that the recovery still rests more on hope than on strong demand. Manufacturing

Industry was the standout. Both the situation and expectations indicators moved into positive territory for the first time in more than three years, according to ifo. Companies reported more new orders and said they plan to raise production. German industry has lost almost half a million jobs since 2019, according to a separate ifo study published on October 19, so this is the most encouraging part of the release.

Services

The services climate took a hit. Companies were less satisfied with current business, although their outlook improved. ifo singled out IT service providers as a positive exception.

Trade

The trade index was flat overall. Retailers and wholesalers rated their current situation worse but expectations a little better, and wholesale fared better than retail, according to ifo.

Construction

Construction sentiment improved. Satisfaction with current business rose noticeably and expectations edged up, ifo said.

Six months of gains since the April low

The October reading caps a steady recovery from a sharp drop in spring. ifo's April survey showed the index falling to its lowest level since May 2020 as the Iran crisis hit German companies, and that April value was later given as 84.5. Since then the index has risen every month.

Handelsblatt described October's level as the highest since May 2023. The pace of improvement is slowing, though: the index gained 1.1 points in September but only 0.3 points in October.

What it means for the ECB decision this week

The European Central Bank's Governing Council meets in Frankfurt on October 28–29 and announces its decision on Thursday, October 29. The deposit facility rate stands at 2.50%, the main refinancing rate at 2.65% and the marginal lending rate at 2.90%, effective since September 16, 2026, according to the ECB. The bank raised rates in June and again in September after energy-driven inflation climbed well above its 2% target; Eurostat put euro area inflation at 3.8% in September.

Germany is the largest euro area economy, so a firmer ifo reading slightly eases worries that higher rates are choking growth. At the same time, the weaker current-situation index shows that conditions on the ground have not yet improved. Most economists in a Reuters poll taken in early October expected the ECB to hold rates this week, as covered in our ECB October 2026 meeting preview. Dates for the rest of the cycle are in our central bank meeting calendar for 2026–2027.

For European equities, the survey adds to a mixed picture. Our latest Europe stocks daily brief tracks how the region's markets have been trading ahead of the central bank week.

What to watch next

  • ECB decision, October 29: any comment from President Christine Lagarde on growth risks in Germany and the wider euro area.
  • German third-quarter GDP: ifo and the Bundesbank both expect roughly flat output over the summer, so the first official estimate will test whether the soft current-situation reading is already showing up in the data.
  • Next ifo survey, November 24, 2026: whether expectations keep improving and whether the current-situation index recovers after slipping in October.
