## Key takeaways

- US special envoy Steve Witkoff landed in St Petersburg on the morning of 21 October 2026, a day after talks in Oslo with Ukrainian President Volodymyr Zelensky and European leaders, according to the Kyiv Independent and UNN, which cited Axios.
- A US official quoted by Axios said Witkoff would present an updated plan to end the war and that Washington hopes it can open a path to "direct trilateral and broader multilateral negotiations".
- Zelensky said Witkoff would carry proposals for Article 5-style post-war security guarantees, and said he was "thankful that intelligence works now", referring to US early warning of ballistic missile attacks, according to the BBC.
- The Kremlin said on 20 October that it hoped a meeting could be "arranged soon" (TASS). Foreign Minister Sergei Lavrov said Moscow would listen but would not make "political concessions" (APA).
- No detailed terms have been published. Territory, and Russia's demand that Ukraine give up the Donbas region, remains the most visible unresolved issue.

## Witkoff goes from Oslo to St Petersburg

Steve Witkoff, the US special envoy, landed in St Petersburg on 21 October 2026 with an updated plan to end the war in Ukraine, a US official told Axios. No readout of Witkoff Putin talks had been published by the Kremlin or White House.

The trip came straight after a day of consultations in Oslo on 20 October. The Kyiv Independent said Witkoff met Zelensky, Norwegian Prime Minister Jonas Gahr Støre and Finnish President Alexander Stubb there, with Kushner taking part online. UNN, citing Axios, reported that representatives of the United Kingdom, France, Germany, Poland, the European Union and NATO also attended. According to Axios, the talks focused on a joint proposal for a "framework agreement" to end the war.

The New York Times reported, as cited by the Kyiv Independent, that a meeting with Putin might also cover the possible release of a US citizen detained by Russian forces in 2022\. That report has not been officially confirmed.

### Washington

The US position, as described by the official quoted by Axios, is that the updated plan should lead to direct talks involving Kyiv and Moscow and, eventually, a broader multilateral format. A source familiar with the Oslo talks told Axios that Kushner repeated Trump's demand that Ukraine stop striking Russian oil refineries. Axios also reported that the White House hopes Putin will be more willing to compromise after Trump agreed to lift sanctions on Russian diesel sales.

Trump sounded less certain about Kyiv. UNN reported that on Tuesday he said Russia wanted a deal but that he doubted Zelensky did. "We want Zelenskyy to make a deal," he said. The Kyiv Independent reported that Trump also questioned whether the leaders needed to meet in person: "They don't have to be in the same room."

### Kyiv

Zelensky said Ukraine had "some clear ideas on how to get to peace" and wanted the US to take them to Moscow, the Kyiv Independent reported. His main request is a trilateral meeting of the leaders to settle the issues that, in his words, only leaders can resolve. Russia has so far rejected that format, according to UNN. Axios reported that after the Oslo meeting Zelensky said he was ready to stop strikes on Russian refineries if Moscow took corresponding steps. The BBC said proposals on "strong" security guarantees and an energy ceasefire were also discussed. The White House has since announced a local [ceasefire in occupied Oleshky](https://bullquill.com/melania-trump-oleshky-ceasefire/) from Oct. 29; neither side has confirmed it.

The talks followed a public dispute over US intelligence. Kyiv had accused Washington of withholding early-warning data on missile attacks, the BBC reported. Rubio denied this while on a trade visit to India, telling reporters that "there's nothing being deliberately denied to Ukraine" and describing the issue as a balance between US obligations to other partners and its own requirements (Ukrinform, citing Sky News). After Oslo, Zelensky said early warning of ballistic missile attacks was now working and thanked the American side. The BBC also reported that Rubio acknowledged additional Patriot interceptors may not yet have reached Ukraine.

### Moscow

On 20 October, Kremlin spokesman Dmitry Peskov told reporters that Moscow regards meetings with the US negotiators as "very important" and would announce the time and place of any meeting with Putin, TASS reported. He also said Russia needed a "legitimate representative" on the Ukrainian side who was ready to take responsibility. Moscow has used that framing before to question the authority of the government in Kyiv.

Speaking in Moscow the same day, Lavrov said Russia would "see what they propose". He added that if the ideas benefited Russia economically and financially, "then why not?", but any deal should not involve political concessions, APA reported. He also said a future US president would not be bound by his predecessor's decisions and that Russia "must rely only on ourselves".

### European capitals

European participants said they had helped draft the package but gave few specifics. Stubb said the proposals were developed by European, Ukrainian and US officials and that work was moving forward "on the technical level" despite "a lot of noise in the public space" (Kyiv Independent). Støre said Europe must be part of any talks (BBC). Zelensky and European allies said it was now up to Russia to respond, the BBC reported.

## What is known, and not known, about the terms

- **Security guarantees:** According to Zelensky, the package includes post-war guarantees modelled on NATO's Article 5 mutual-defence clause. No public text says who would provide them or how they would be enforced.
- **Economy:** Stubb referred to "key elements on the economy" without giving details. Lavrov's comments suggest Moscow will judge the economic parts on their own merits.
- **Energy and refineries:** Reported elements include an energy ceasefire (BBC) and an end to Ukrainian strikes on Russian refineries in exchange for Russian steps (Axios).
- **Territory:** No territorial terms from the Oslo package have been reported. The Kyiv Independent noted that Moscow continues to demand that Ukraine cede the Donbas region, and the BBC reported that Russia controls about 20% of Ukrainian territory. Lavrov's refusal of "political concessions" suggests this gap has not narrowed in public.
- **Format:** Kyiv and Washington's stated aim is a trilateral leaders' meeting, but Moscow has not accepted one. The Kyiv Independent cited reports that Putin would prefer to meet Trump in China next month without Ukraine present. These reports have not been officially confirmed.

The diplomacy is running alongside fighting that increasingly targets infrastructure and technology. Three Yandex data centers were hit in four days, knocking out cloud, payment and AI services, as detailed in [Ukraine's strikes on Russian data centers](https://bullquill.com/ukraine-strikes-russian-data-centers-yandex/). Ukraine's drone units have also been affected by a Starlink speed cap; President Trump said Elon Musk restored access, while Ukrainian officials say the limit remains ([the Starlink access dispute](https://bullquill.com/trump-musk-ukraine-starlink-access/)). In Brussels, the European Parliament awarded its 2026 Sakharov Prize to the [International Criminal Court](https://bullquill.com/icc-wins-sakharov-prize-2026/).

## What it means

Witkoff's trip is the first direct test of the package agreed in Oslo. All three sides want to be seen as engaging. Washington describes "significant progress", Kyiv says it has offered new ideas, and Moscow says it values US mediation. Their public positions on the central questions, however, have not visibly moved. Ukraine and its European partners are seeking binding security guarantees and a leaders' meeting that includes Kyiv. Russia has signalled interest in economic arrangements while ruling out political concessions, and it continues to question the legitimacy of Ukraine's leadership.

The intelligence dispute also shows how much Kyiv relies on Washington while talks continue. Zelensky's statement that early warning "works now" eases one point of friction. Questions about Patriot interceptor deliveries remain open. The next signals to watch are any Kremlin or White House readout of Witkoff's meetings, whether Moscow agrees to a trilateral format, and whether any written terms on territory or guarantees are made public. Until then, claims about the content of the proposal should be treated as partial and attributed to the sources that made them.
