## Key takeaways

- Malaysia's Attorney-General's Chambers (AGC) asked on Friday, Nov 6, 2026 for a temporary suspension of former prime minister Najib Razak's move to house arrest, hours after his party paid the RM50 million fine required by his royal pardon.
- On Saturday, Nov 7, 2026, the palace said King Sultan Ibrahim's conditional pardon was "clear, evident and without any ambiguity", Al Jazeera reported, citing AFP and Reuters, and warned that questioning it amounted to denying the King's order.
- The AGC denies defying the King. It says the Kuala Lumpur High Court must decide whether paying the fine ends Najib's first sentence and starts his separate 15-year 1MDB prison term, according to The Rakyat Post; no hearing date had been reported.
- Transport Minister Anthony Loke has said his resignation takes effect the moment Najib arrives home, and UMNO Youth branches have lodged police reports against the Attorney-General, The Star and The Rakyat Post reported.
- The FTSE Bursa Malaysia KLCI closed 1.18% lower at 1,616.58 at 09:00 UTC on Nov 6, 2026, Yahoo Finance data showed; no report opened by Bullquill linked that move to the Najib case.

Najib Razak was still in Kajang Prison on the evening of Saturday, Nov 7, 2026, his lawyers said in a statement published by Malay Mail at 8:03 p.m. Malaysia time (12:03 UTC), even though the fine attached to his royal pardon had been paid a day earlier. The delay has set the country's top legal office against the palace, strained the governing coalition and left one cabinet minister's resignation hanging on the outcome.

## Najib house arrest: what happened on Nov 6-7, 2026

The dispute centres on a conditional pardon that King Sultan Ibrahim granted in September 2026\. According to The Star, it allows Najib to serve the rest of his sentence in the SRC International case under house arrest until Aug 23, 2028, once a RM50 million fine is paid. The Associated Press put the fine at about $12.3 million. The Rakyat Post dated the pardon to Sept 18, 2026.

On Friday, Nov 6, 2026, Najib's lawyer Muhammad Farhan Muhammad Shafee confirmed that UMNO had paid the fine at the High Court Registry in the Kuala Lumpur Court Complex, The Star reported. UMNO secretary-general Asyraf Wajid Dusuki said the party raised the money through a donation drive, according to the AP. The High Court then issued an "Order of Discharge on Payment of Fine", Najib's lawyers said in their statement carried by Malay Mail.

The same day, the AGC issued a statement saying the house arrest "should be temporarily suspended" while it sought clarity on the pardon's wording and its effect on Najib's remaining prison terms, The Star reported. Accounts of Najib's movements that day differ. The AP said local media reported he had left prison and was back hours later after medical checks. Anthony Loke told reporters that reports of Najib leaving prison were inaccurate and that he had been taken to a scheduled dental appointment, according to The Star.

On Saturday, Nov 7, 2026, reporters waited outside Najib's home on Jalan Langgak Duta in Kuala Lumpur from 10 a.m. local time, and two Prisons Department vehicles entered the compound in the afternoon, The Star reported. By 8 p.m. local time there was no sign of Najib at the house, the newspaper said.

## What the Attorney-General and the palace each said

The palace statement on Saturday, Nov 7, 2026 said the pardon was not tied to any other case against Najib and that all its conditions had been met, Al Jazeera reported. It warned that questioning the order "leads towards denying the order of His Majesty the King".

The AGC rejected claims that it had insulted the King or committed treason, calling them baseless, according to an AP report published by Arab Times. "Seeking legal certainty through the courts is a responsible step," the office said. Al Jazeera reported that the AGC said the delay was meant to avoid conflicting orders and to ensure no sentence was carried out unlawfully.

Hours later, the Prime Minister's Office said the Attorney-General was seeking an audience with the King to apologise and to express an intention to comply, while maintaining that some legal questions could only be decided by a court, Al Jazeera reported.

Najib's lawyers, Messrs Shafee & Co., argued that the pardon is the King's prerogative under Article 42 of the Federal Constitution and cannot be reviewed by any court or by the Attorney-General, Malay Mail reported. They said the AGC issued its statement 57 minutes after the King's decree and did not mention the royal order. "His Majesty's order must be carried out today," the statement said.

## Which sentence the court must rule on

Najib faces two separate prison terms, and the standoff turns on how they fit together.

- **The SRC International sentence.** This is the first 1MDB-linked conviction, reduced to six years in January 2024\. The house arrest order covers only this sentence, the AP reported.
- **The 15-year sentence from December 2025.** Handed down in a second 1MDB trial, it is set to begin when the first sentence ends, and Najib is appealing it, according to the AP and The Rakyat Post.

The AGC's argument, as summarised by The Rakyat Post, is that if paying the fine ends the first sentence, the 15-year term would start straight away. Because that term requires custody in prison, the AGC says house arrest cannot be enforced for now, and it wants the Kuala Lumpur High Court to rule on which sentence takes priority. Najib's lawyers reject this. They told Malay Mail that "payment of a fine discharges the liability to pay that fine" but cannot by itself end a prison sentence. His defence team also argued that the Attorney-General sits on the Pardons Board and had weeks to raise concerns before the decree was signed, The Rakyat Post reported.

As of Saturday evening, Nov 7, 2026, none of the reports opened by Bullquill gave a hearing date or a timeline for a High Court decision.

## Coalition rift: Loke, UMNO and Anwar

Anthony Loke, who has been transport minister since November 2022 and leads the Democratic Action Party (DAP), said he tendered his resignation to Anwar on Sept 28, 2026, after the pardon decision. "The moment Najib arrives at his home, my resignation will take effect immediately," he said, according to The Star. He said DAP respects the King's constitutional powers over pardons but believes house arrest for Najib could send the wrong message to future generations.

UMNO, led by president Ahmad Zahid Hamidi, backs Najib, and UMNO Youth branches have filed police reports accusing the Attorney-General of defying a royal decree, The Rakyat Post reported. UMNO, which Najib still influences, is part of the government that took power in 2022, the AP noted; Loke's DAP also holds cabinet posts in it.

Anwar said on Friday that he disagreed with UMNO's decision to pay the fine, while acknowledging the party's right to do so. He said the public should not get the impression that "acts of corruption involving billions of ringgit can simply be overlooked," the AP reported.

Investigators say at least $4.5 billion was stolen from 1MDB, the state fund Najib set up in 2009, according to the AP. Najib denies wrongdoing, Al Jazeera reported.

- Whether the Attorney-General's reported audience with the King takes place and changes the AGC's position.
- Whether Najib is moved to his Jalan Langgak Duta residence, which under Loke's own statement would trigger his exit from the cabinet.
- Any response from Anwar on a replacement transport minister, and statements from UMNO and DAP leaders on coalition unity.
