## Key takeaways

- In posts on X from 18:38 UTC on October 24, Elon Musk accused the Ukrainian military of using commercial Starlink for offensive drone strikes against its terms, and said SpaceX had closed "that loophole" the week before.
- Ukrainian advisers Serhii Beskrestnov and Serhii Sternenko reject the claim. They say satellite-guided drone missions ran on Starshield, the military version, and that commercial Starlink has been whitelisted and speed-limited since February 2026.
- Musk also said the US government controls Starshield. That leaves open who decided the curbs that capped Ukrainian terminals at about 161 km/h earlier this month.
- SpaceX had not answered requests for comment as of NBC News' report on October 25\. Ukraine says Starlink and Starshield speeds returned to normal on October 24.

Elon Musk said on October 24 that Ukraine's military used commercial Starlink for offensive drone strikes against its terms, and that SpaceX closed the loophole last week. Kyiv rejects the Musk Ukraine Starlink terms of service claim, saying those missions ran on the military Starshield network.

## What Musk said about Ukraine and Starlink

Musk's first post on the matter went up on X at 18:38 UTC on Saturday, October 24, and he kept posting into Sunday morning, according to NBC News. He wrote that using Starlink, "a civilian commercial service," for offensive drone strikes "has never been allowed," the Kyiv Post reported. According to the Associated Press, he said the Ukrainian military had used it "to kill people," and that "that loophole was closed last week." In another post quoted by NBC News, he wrote: "We simply enforced our terms of service when they were bypassed."

Musk drew a line between commercial Starlink and Starshield. He said Starshield is controlled by the US government, and AP reported that he said the government controlled the changes made to it. Earlier this month he wrote that limits on Starshield speed or usage are decided by the US military and "ultimately" the president, NBC News reported. He also argued that Starlink is the only system in Ukraine that cannot be jammed or destroyed "for now," and that switching it off would make the front line "collapse immediately."

The AP described the posts as Musk acknowledging that SpaceX had throttled Starlink in Ukraine. NBC News reported that Musk called critics "bloodthirsty warmongers." It also reported that when a user wrote that Zelenskyy "needs to go," Musk replied "Yes."

## How Kyiv responded

Serhii Beskrestnov, a defence technology adviser to President Volodymyr Zelenskyy who is known as "Flash," wrote on Saturday evening that it was "very strange" that Musk did not know about the limits on Starlink in Ukraine, according to the AP and the Kyiv Post. He said commercial Starlink is geofenced and switched off over Russian territory, so it cannot be used for deep or mid-range strikes. He also said terminals in Ukraine have had an automatic speed cutoff of 70 to 90 km/h since early 2026, the Kyiv Post reported.

Serhii Sternenko, a volunteer and former drone adviser to the Defence Ministry, said on Telegram that whitelists were introduced in February 2026\. Under those rules, he said, terminals used on the move had to be on a special list tied to Starshield or they would not work, and every drone mission that needed satellite links went through Starshield (Kyiv Post, NBC News). He called using civilian Starlink for such missions "technically impossible" and said Ukraine "did not violate the terms of use," according to NBC News.

## Starlink vs Starshield: the difference

Starlink is SpaceX's commercial satellite internet service. Starshield is its military-grade version, which Musk says is controlled by the US government. The AP describes Starshield as the backbone of Ukraine's drone operations and communications. This is why the two sides' accounts are hard to square. Musk says commercial Starlink was misused. Ukrainian officials say the missions he describes could only run on Starshield, whose limits Musk himself says are set in Washington.

## What we know

- Earlier in October, Ukrainian drones linked to Starshield lost their connection at high speed. Officials said the cap was about 161 km/h (100 mph), which disrupted air defence against daily Russian attacks (AP; NBC News; Kyiv Post).
- Zelenskyy publicly disclosed the cap on October 17, the Kyiv Post reported.
- Ukraine said speeds returned to normal on October 24\. The Defence Ministry said the link was stable above 400 km/h (about 250 mph), according to NBC News and the Kyiv Post.
- Donald Trump has said he was not involved in limiting access. The AP reported that Vice President JD Vance has hinted at White House coordination with Musk.

## What we don't know yet

- Which terminals or units Musk is referring to, and what the "loophole" was. He has not published details.
- Whether the "closed" loophole refers to the 161 km/h cap reported in mid-October or to a separate change.
- Whether SpaceX, the Pentagon or the White House will confirm who ordered the curbs. SpaceX did not immediately respond to NBC News.

## Background

Ukraine has relied on Starlink since the start of Russia's full-scale invasion in 2022\. This is not the first dispute. NBC News noted that service was interrupted in September 2022 during a Ukrainian counteroffensive. It also cited a 2025 Reuters report, based on three sources, that Musk ordered a shutdown at that time; SpaceX called that reporting "inaccurate." For the week before Musk's posts, see our report on [Ukraine's Starlink speed cap being lifted](https://bullquill.com/trump-musk-ukraine-starlink-access/).

The row comes as US-Ukraine ties are strained. Tensions grew after Trump's [deal to import Russian diesel](https://bullquill.com/first-russian-diesel-tanker-us-trump-deal/). A US push to end the war is also under way, including planned three-way talks (see [the latest peace talks](https://bullquill.com/witkoff-putin-talks-ukraine-peace-proposal/)) and a [local ceasefire around Oleshky](https://bullquill.com/melania-trump-oleshky-ceasefire/). On October 25, Zelenskyy said Russia had launched about 1,600 guided bombs, 48 missiles and nearly 2,300 attack drones at Ukraine in the past week (AP; NBC News).

## What it means

Musk's posts are the clearest public statement so far that SpaceX itself acted on Ukraine's satellite access. But they frame the move as enforcing terms on a civilian product, while Kyiv says the drone work in question ran on a government-controlled military system. Until SpaceX or US officials explain which service was changed and on whose order, the claim and the denial cannot both be checked. The episode also explains Kyiv's push for its own capacity. Zelenskyy announced a Defence Ministry partnership with Nokia and ICEYE to build "sovereign satellite communications," NBC News reported.
