## Key takeaways

- Micron Memory Taiwan and the union representing workers at its Taichung operations, Micron's largest site on the island, signed a labour-management agreement on 21 October 2026\. Both sides withdrew from a mediation session that had been set for 22 October.
- The joint statement did not give the terms. It said each side would brief affected employees "in the coming days". DIGITIMES reported in its headline that the deal introduces quarterly profit bonuses in fiscal 2027, but no formula or amounts have been published.
- A separate union at Micron's Taoyuan site had called a one-day warning strike for 22 October over bonuses and profit-sharing. By the time of the Taichung announcement, it had not publicly confirmed whether the strike would go ahead.
- Micron makes DRAM and high-bandwidth memory (HBM) for AI servers in Taiwan and employs about 15,000 people there, so even a short stoppage matters to a memory market where supply is already tight.

## What was agreed in Taichung

Micron's Taiwan union strike risk has eased after Micron Memory Taiwan and the union at its Taichung operations, its largest site on the island, signed an agreement on 21 October 2026\. A separate Taoyuan union's one-day warning strike threat remains open.

What has **not** been disclosed is just as important. The statement gave no bonus amounts, no profit-sharing percentage, no timetable for payments and no word on how many employees are covered. DIGITIMES's headline says the deal brings in quarterly profit bonuses from fiscal 2027, which starts with the quarter that began after 3 September 2026\. The rest of that report is behind a paywall, and neither the company nor the union has published the formula. Until employees are briefed, it is not possible to say how close the settlement comes to what workers had asked for.

The deal matters because the Taichung union had not yet held a strike vote. Under Taiwan's labour dispute rules, a vote could have followed if mediation on 22 October failed. Analysts had seen that as the bigger risk to output. TrendForce said earlier this month that a vote could follow a failed mediation, and Reuters described Taichung as Micron's largest operation in Taiwan.

## What remains open in Taoyuan

The Taoyuan dispute is on a separate track. Reuters reported on 20 October that Taoyuan mediation with Micron ended without agreement in September. The union then announced a strike on 22 October, timed to coincide with the Taichung mediation meeting. The union called it a warning action meant to show its determination to win "a fair profit-sharing system", not a break in negotiations. It also said it was ready to sign an agreement if Micron made an acceptable offer.

According to TrendForce, 1,994 of the union's 2,258 registered members voted for strike authorisation in balloting held from 1 to 6 October. That is 88.3% of the membership, above the required majority. Reuters, citing the union, described the same result as 99% of ballots cast. TrendForce's summary of the union's demands lists four items:

- a one-time fiscal 2026 bonus based on 15% of Micron's global operating profit, which the union estimated at about 83 months of pay per Taiwan employee;
- a revised performance-pay scheme from fiscal 2027 that would distribute 15% of operating profit every quarter;
- a clause addressing "free riders" (non-members benefiting from union-won terms);
- a non-retaliation clause for employees taking part in union activities.

Reuters reported that the Taoyuan union did not immediately respond to a request for comment on whether it still planned to strike after the Taichung deal. DIGITIMES's headline also described the Taoyuan dispute as unresolved. At the time of writing, Bullquill had found no report confirming that the strike had been called off or had begun.

The dispute has drawn political attention. Reuters reported that President Lai Ching-te urged Micron and its workers last week to negotiate "sincerely". Micron has said it takes employee concerns seriously and is committed to good-faith engagement, according to earlier Reuters coverage.

## Why Micron's Taiwan fabs matter for AI memory

Taiwan sits at the heart of Micron's manufacturing. Reuters reported that the company has invested more than NT$1.6 trillion (about US$49 billion) on the island. TrendForce gave the same figure, as of June 2026\. TrendForce said Taichung is Micron's largest Taiwan manufacturing base and the centre of its HBM back-end assembly and packaging. On 15 October Micron opened a second advanced packaging and test plant there, known as AATT2, at a ceremony attended by President Lai. Taiwanese tech outlet TechNews reported that the plant is designed to support HBM and AI demand. Taoyuan mainly produces DRAM, according to TrendForce, and Reuters said its output includes HBM used in AI servers.

The timing is sensitive because memory makers are earning record profits and supply is short. Micron's fiscal fourth-quarter results, filed with the US Securities and Exchange Commission, show how sharply the cycle has turned.

TrendForce said Micron kept shifting its mix toward higher-priced server DRAM despite capacity constraints. It expected conventional DRAM contract prices to keep rising in the third quarter of 2026, by 13% to 18% from the previous quarter, though more slowly than before. When supply is that tight, a lost shift or delayed maintenance at a major fab is harder for customers to absorb. Reuters and other outlets have tied the labour dispute directly to the AI memory boom: higher profits at Micron, Samsung Electronics and SK hynix have sharpened workers' demands for a bigger share.

## How much could a one-day strike disrupt?

Public reporting does not give a clear answer. Reuters said the immediate effect of the Taoyuan action on production was unclear. TrendForce noted that memory fabs run around the clock, and that a stoppage could disrupt equipment maintenance and process monitoring, which can hurt yields and output. Tom's Hardware reported that it expected only a minor impact on Micron's memory output from a one-day walkout. No source has published an estimate of lost wafers or revenue, and Bullquill does not offer one.

The Taichung agreement removes the larger scenario that analysts had flagged: a possible strike at Micron's biggest Taiwan site and HBM packaging hub. What is left is a time-limited warning action at a single site. The union has said it is designed to bring Micron back to the table, not to stop work indefinitely.

## What it means

For the memory supply chain, the main labour risk to Micron's HBM packaging base in Taichung has eased for now. The details will matter, though. If the Taichung terms turn out to include a formula-based quarterly bonus, the Taoyuan union is likely to use them as a reference point. If they fall well short of the 15%-of-profit demand, the gap could keep tensions high at both sites.

For Taiwan, the dispute is a test of how a foreign chipmaker shares unusually high AI-driven profits with local staff, at a time when the government is closely courting semiconductor investment. Chip supply chains are also being reshaped by policy in Washington, where the [FCC has blocked its first devices over Huawei HiSilicon chips](https://bullquill.com/fcc-blocks-devices-chinese-surveillance-chips/) under a new component rule. For customers buying DRAM and HBM, the next few days will show whether Taoyuan's strike goes ahead, how long it lasts, and whether Micron makes the "acceptable proposal" the union says would end the dispute.

Several things are still unknown: the Taichung terms, the Taoyuan union's final decision on 22 October, and any statement from Micron on production effects. Bullquill will update this report as primary information becomes available.
