The White House said on October 23 that First Lady Melania Trump brokered a localized Oleshky ceasefire between Russia and Ukraine, starting October 29, so aid can reach the Russian-occupied city and civilians can leave. Neither Moscow nor Kyiv has confirmed it.

## Key takeaways

- The Office of the First Lady says Russia and Ukraine agreed to stop military action in Oleshky from **October 29, 2026** for humanitarian aid and evacuation through a designated safe passage.
- Melania Trump says she acted as "Exclusive Intermediary" and that she and a representative worked directly with Russian and Ukrainian leadership on the terms.
- An estimated **1,700–2,000** residents remain, mostly older people plus about 50 children, down from about 24,000 before the war, according to the White House.
- As of 14:45 UTC on October 23, Reuters, AP and Al Jazeera reported no immediate comment from the Russian or Ukrainian governments.
- The truce covers only one city. It is separate from the wider US-led talks on ending the war.

## Oleshky ceasefire: what happened

The announcement came in a statement from the Office of the First Lady dated October 23\. Wire services, including Reuters and the Associated Press, reported it in the early afternoon UTC. The statement says both countries will "temporarily" halt all military action in Oleshky. Non-military civilian teams from each side will visit residents at home to assess their needs, and both governments have assigned teams to coordinate the work, including demining.

Residents who choose to leave will get coordinated transport to a destination of their choice. "I anticipate some will want to go to Russia, and some to Ukraine," Melania Trump said in the statement. She described the city as "a front-line war city on the brink of disaster."

The White House says an "impartial American media organization" will accompany and document the Russian and Ukrainian teams on the ground. The statement does not name it. Reuters and CBS News reported that Newsmax, a conservative US broadcaster, said it would have access to document the effort. White House communications director Steven Cheung called the deal "a major, positive step towards peace," CBS News reported.

Several points are still open. The White House has not said how long the truce will last, who will monitor compliance, or what happens if either side breaks it. The evacuation routes and the number of people expected to leave have not been published. Until Moscow and Kyiv comment, the terms rest on the US account alone.

## Background: why Oleshky matters

Oleshky sits on the left bank of the Dnipro River, across from the city of Kherson. Russian forces captured it on the first day of the full-scale invasion in February 2022, the AP reported. In June 2023 the destruction of the Kakhovka Dam flooded the area. The White House says about 90% of the city's territory went under water. An AP investigation found the dam's collapse was likely caused by the Russian military.

AP reports that the city has had no electricity, heat or running water, and that food and medical supplies have been scarce for months. Roads out are mined and are watched by drones. The Kyiv Independent reported that Russian forces have kept Ukrainian and international aid groups out, and that people trying to flee have been hit by drones. Both sides have accused each other of blocking supplies, Al Jazeera reported.

Diplomacy over the city had been building for a week. Pope Leo XIV called Russian President Vladimir Putin on October 16 and proposed a ceasefire there. According to the Kremlin's account of that call, Putin blamed Ukraine for the crisis. On October 18, Ukraine's human rights ombudsman, Dmytro Lubinets, said the two sides were close to agreeing an evacuation. Ukrainian President Volodymyr Zelensky then spoke with the pope on October 19, the Kyiv Independent reported.

Melania Trump's statement says the case was raised with her at her "Fostering the Future Together" event during the UN General Assembly in New York. She has previously worked on returning Ukrainian children taken by Russia. The White House says that work has produced six reunifications involving 34 children, and that the same channel was used for the Oleshky talks.

## What it means

If the truce holds, it would extend the first lady's humanitarian channel from child reunifications to a whole community. It could open a route for the city's mainly elderly residents before winter. AP notes that Ukraine has repeatedly asked for a local ceasefire to organize evacuations, and that Russia, as the occupying power, has duties under international law toward civilians in areas it controls.

The deal does not settle the wider war. It comes as US envoy Steve Witkoff pushes an updated peace plan (see our report on the [Witkoff–Putin talks](https://bullquill.com/witkoff-putin-talks-ukraine-peace-proposal/)). Relations between Washington and Kyiv are also strained, including over [Ukraine's restricted Starlink access](https://bullquill.com/trump-musk-ukraine-starlink-access/). The next checkpoints are statements from the Kremlin and from Kyiv, and whether the guns actually fall silent in Oleshky on October 29.
