## Key takeaways

- The 16th Melaka state election goes to the polls on Nov 14, 2026, with early voting on Nov 10\. Nominations closed on Oct 31 with 79 candidates for all 28 state assembly seats, according to the Election Commission.
- A party or coalition needs 15 of the 28 seats for a simple majority. In 2021, Barisan Nasional (BN) won 21 seats, Pakatan Harapan (PH) 5 and Perikatan Nasional (PN) 2.
- PH is fielding 24 candidates and BN 23, so the two partners in Prime Minister Anwar Ibrahim's federal government face each other in at least 19 seats.
- The vote does not change the federal Parliament, but it is widely read as a test of how stable the PH-BN partnership behind Anwar's government is.

Voters in the Malaysian state of Melaka elect a new 28-seat assembly on Saturday, Nov 14, after the Election Commission (EC) cleared 79 candidates on nomination day, Oct 31\. The Melaka election 2026 stands out because the two main partners in Anwar Ibrahim's unity government, PH and BN, are campaigning against each other in most seats.

This explainer covers the key dates, the numbers that decide who governs, how the contest took shape, and why investors following Malaysian policy are watching a state with fewer than 700,000 voters. It makes no prediction about the result and will be updated after polling day.

## Seats, voters and the majority line

The Melaka State Legislative Assembly has 28 elected seats, so 15 seats are needed for a simple majority. Bernama reported that 687,697 people are eligible to vote: 675,166 ordinary voters, 9,769 military personnel and their spouses, and 2,762 police personnel.

According to EC chairman Ramlan Harun, the 28 contests split into 11 straight fights, 11 three-cornered contests and six four-cornered contests. Of the 79 candidates, 65 are men and 14 are women. The oldest is 66 and the youngest is 24, both PH candidates, according to the EC figures reported by Bernama.

Before nomination day, PH said it would split its 24 seats as 10 for PKR and 7 each for DAP and Amanah. BN listed 18 Umno, 3 MCA and 1 MIC candidates, Bernama reported on Oct 30; BN's final count rose to 23 at nomination.

## The 2021 baseline

The last Melaka election, on Nov 20, 2021, was itself a snap poll. It followed the collapse of the state government after four assemblymen withdrew support for then chief minister Sulaiman Md Ali, The Edge Malaysia reported. BN won 21 seats: 18 for Umno, two for MCA and one for MIC. PH won five and PN two.

BN's strength in the outgoing assembly later slipped to 20 when the Rembia assemblyman moved to PAS, according to The Edge. The assembly's term would have expired on Dec 27, 2026\. Chief Minister Ab Rauf Yusoh of Umno announced the dissolution on Sept 22, and it took effect the next day.

## Why PH and BN are fighting each other

At federal level, PH and BN have governed together since Anwar became prime minister in 2022\. In Melaka, the relationship broke down this year.

On July 14, Melaka DAP, a PH component, said it would leave the BN-led state government after the assembly passed constitutional amendments allowing the appointment of nominated state assemblymen. All PH assemblymen voted against the bill, Malay Mail reported. State DAP chairman Khoo Poay Tiong said the party could not "reject a government motion and at the same time remain in the government". DAP's four assemblymen kept their seats and moved to the opposition bloc.

With 24 PH candidates and 23 BN candidates for 28 seats, the two coalitions must meet in at least 19 constituencies. That includes the chief minister's own seat. In Tanjung Bidara, Ab Rauf faces PH newcomer Mohd Yunazri Mustamiri, according to Bernama. Free Malaysia Today noted that Ab Rauf won the seat by 364 votes in 2021.

### Other contests to watch

- **Merlimau:** Umno Youth chief Akmal Saleh (BN) faces PH's Rahayu Hamzah, according to Free Malaysia Today's candidate list.
- **Paya Rumput:** Azman Abidin, political secretary to Anwar, stands for PH against PN's Rafie Ahmad and Bersama's Abdul Rashid Abu Bakar, Bernama reported. BN is not fielding a candidate there.
- **Bukit Katil:** Former chief minister Adly Zahari of Amanah, the state PH chief, faces PN's Ridzuan Sarif, with no BN candidate, according to Free Malaysia Today.
- **Kelebang:** MCA vice-president Lim Ban Hong (BN) is in a four-cornered fight with PH, Bersatu and Bersama, per Free Malaysia Today.

### The opposition is split as well

The opposition camp is also divided. On Oct 22, the Kuala Lumpur High Court stayed the Registrar of Societies' decision to revoke Perikatan Nasional's registration until PN's judicial review is heard, Malay Mail reported. That allows the coalition to keep operating and contest Melaka. PN fields five candidates under its own banner, while Bersatu, which the EC lists separately from PN, runs seven candidates of its own.

Free Malaysia Today described BN and PAS-led PN as "joining forces once again" in Melaka. It also said PH and Bersatu had "reunited under a pact" while still clashing in a handful of seats. Before nomination day, a Bersatu source called any such PH-Bersatu contests a "friendly clash".

Bersama is the wildcard, with 16 candidates. Its votes could matter in the three- and four-cornered seats, where a winner may need well under half the vote.

## What PH and BN leaders have said

Launching 21 PH candidates in Melaka on Oct 24, Anwar, who chairs PH, said the candidates "represent the spirit of our struggle". He urged supporters to "work hard as one team", The Star reported. He also said victory "rests in the hands of the voters". PH later raised its slate to 24 by nomination day.

When it announced the dissolution in September, the state government said only that the next steps would follow the law. Ab Rauf said "the subsequent process will be carried out in accordance with the law", according to The Edge Malaysia. BN is defending a large majority and the chief minister's post, while PH is trying to grow from the five seats it won in 2021.

## What it means for investors

This is a state-level vote, and no federal parliamentary seats are on the ballot. The outcome cannot directly change the federal government's majority in the Dewan Rakyat. Its relevance to markets is indirect: the poll is a measure of how well the PH-BN partnership holds up when the partners compete head-on.

That partnership is the political base for the federal policies that investors in Bursa Malaysia and the ringgit follow, from budget measures to market regulation. The state poll comes alongside the corporate-crime investigations covered in our [explainer on Malaysia's corporate mafia probe](https://bullquill.com/malaysia-corporate-mafia-probe-explained/), which has also put pressure on Anwar's government.

Signals worth watching after the Nov 14 count, without assuming any outcome:

- Whether any coalition reaches 15 seats alone, or a post-election pact is needed to form the state government.
- How BN and PH leaders describe their federal partnership after competing in at least 19 Melaka seats.
- Turnout among the 687,697 registered voters, and how Bersama and the split PN-Bersatu camp perform in multi-cornered seats.
- Any developments in the government's appeal against the High Court stay on PN's deregistration.
