The DAX traded close to 25,000 in the morning before buyers returned, according to dpa-AFX. The pattern was similar across the region: early selling in energy-sensitive and AI-related stocks, then a recovery as oil prices fell.

## What drove it

### Oil, Iran and the Strait of Hormuz

Energy remains Europe's biggest macro risk. Brent topped $110 a barrel on October 19 after renewed tanker attacks in the Gulf, Oilprice.com reported, and Capp Notes cited a Kpler count of at least 18 ships attacked in two weeks. On Tuesday, rumors that Qatar and Pakistan had floated a compromise between Washington and Tehran pulled oil back, and dpa-AFX said this helped the DAX recover. The reports are unconfirmed, and Capp Notes noted that a US diplomat called reports of an imminent deal inaccurate.

### AI-linked stocks and company news

European technology and electrification names followed global doubts about AI spending. Infineon and Siemens Energy were among the DAX's biggest losers, and Siemens fell 2.2% despite record orders at rival ABB, according to dpa-AFX. E.ON rose 2.9% after a report that it is preparing a large cost-cutting program. The company said no decisions had been made.

### UK jobs data and rate expectations

UK unemployment unexpectedly fell to 4.7%, while average earnings growth slowed to 3.7%. Share Talk reported that the data strengthened expectations of a Bank of England rate rise in November, and Capp Notes said markets had almost fully priced one. Banks fell, and sterling rose.

### Inflation and German data

Eurostat put euro area inflation at 3.8% in September, with energy prices up 18.9% on a year earlier. German producer prices rose 6.7% year on year, the fastest since March 2023\. **Analysis:** rising price pressure while growth is fragile and households are protesting about living costs is the squeeze the European Central Bank faces.

## Political & policy watch

### France: unrest and public finances

Authorities imposed overnight curfews in parts of Paris and restrictions in Lyon and other cities after weekend cost-of-living protests turned violent, CBS News reported. Prime Minister Sébastien Lecornu has promised a large police deployment before demonstrations planned for October 24\. Capp Notes reported France's 10-year bond yield near a 24-year high, and CBS News, citing the statistics agency, put public debt at about 119% of GDP. The next presidential election is due in April 2027.

### United Kingdom: the Budget and a possible bank tax

The UK Budget is due on October 28; Bloomberg and Pensions Age identify the Chancellor as John Healey. Bloomberg reported on October 15 that a higher tax on banks was among the measures sent to the Office for Budget Responsibility. Healey has not ruled it out, Eastern Eye reported, and the industry opposes it. No decision has been announced. The reports also weighed on HSBC and Standard Chartered in Hong Kong on Tuesday, according to The Standard.

### Central banks

The ECB announces its decision on October 29 after a two-day meeting. The Bank of England, which held Bank Rate at 3.75% in September, decides next on November 5\. The US Federal Reserve meets on October 27–28 after raising its target range to 3.75%–4.00% in September.

## What it means

**Analysis.** A rumor about Gulf diplomacy was enough to erase most of Tuesday's losses, which suggests oil, rather than earnings, is setting the tone for Europe. Domestic politics add a second layer. In France, protests and high borrowing costs leave little room for fiscal relief. In the UK, a bank tax would hit one of the FTSE 100's largest sectors. Neither outcome is known yet, and both will be tested within ten days.

Next session: our [Europe stocks brief for October 22](https://bullquill.com/europe-stocks-daily-brief-2026-10-22/) covers the AI selloff, oil and French bond yields.

## What to watch next

- **October 21, 07:00 BST:** UK September inflation (August: 3.1%) and public borrowing data.
- **October 21, after the US close:** results from SAP, Tesla and Meta.
- **October 24:** planned demonstrations in France.
- **October 27–28:** US Federal Reserve meeting.
- **October 28:** UK Budget.
- **October 29:** ECB rate decision.
- **November 5:** Bank of England decision and Monetary Policy Report.

## Risk checklist for readers

- **Headline risk is high.** Unconfirmed diplomatic reports moved oil and stocks within hours. Moves based on a rumor can reverse if it is denied.
- **Mind the sector mix.** The FTSE 100 is heavy in banks, energy and miners; the DAX in industrials and tech. The same news can push them in different directions.
- **Watch currencies too.** A stronger pound or euro reduces the value of overseas earnings once converted.
- **Pricing is not a decision.** A "fully priced" rate hike is an expectation, and central banks can surprise.
- **Check time stamps.** UK, euro area and US data come out at different hours, so a closing price may not reflect later news.
