A verifiable full-day Stock Connect southbound figure for Nov 4 was not available when this brief was written.

The rally came late. ## What drove it

### PBOC steps up buyback support

Policy support was the main domestic driver. On Wednesday the PBOC said applications for its central bank-backed share buyback loans had topped 200 billion yuan, investingLive reported, citing a Reuters report. Under the programme, launched in October 2024 with a 300 billion yuan quota, banks lend to listed companies and major shareholders to buy shares, and the PBOC supplies low-cost funding to those banks. investingLive said the facility rate had been cut to 1% from 1.25%, the tool made permanent and the range of eligible companies widened after a Monday meeting of the central bank, regulators and major banks. Finimize added that the PBOC carried out 100 billion yuan of swap transactions with brokers and fund firms a day earlier to support share buying.

### US midterm results

Overseas politics also played a part. The Standard linked part of the rally to investor reaction to the Democrats' performance in the US midterm elections. investingLive reported that early results showed Democrats ahead in House and Senate races but that no chamber had been formally called by late in the Asian session. Finimize said some traders read the outcome as a sign Washington may struggle to pass large spending or tax changes, which could ease inflation pressure. Our explainer on [what the US midterm results mean for ASEAN markets](https://bullquill.com/us-midterm-results-asean-markets/) covers the regional angle.

### Chips and biotech lead after October's slump

Sector moves were sharp. In Hong Kong, Hua Hong Semiconductor rose 15.7%, WuXi AppTec 12.4%, BeOne Medicines 10.1%, SMIC 8.9%, Innovent Biologics 7.1% and Lenovo 6%, The Standard reported, while Alibaba and Tencent each gained more than 1%. On the mainland, semiconductor exchange-traded funds and several chip-equipment stocks hit their daily limits, according to the ChainCatcher report. The bounce followed a heavy October: the CSI 300 fell 8.5% that month, its worst in a decade, investingLive reported. Our earlier explainer on the [STAR 50 index slump](https://bullquill.com/china-ai-bubble-star50-index-falls-40-percent/) sets out why AI-linked shares had sold off. A Bosera fund manager cautioned that the move could still be a "technical bounce" rather than a change of trend, Finimize reported.

### Gold miners and the dollar

Zijin Mining rose 7.6% as gold prices climbed amid a weaker US dollar, according to The Standard. Several mainland gold miners hit their daily limits, the ChainCatcher report said. Gold and copper miners such as Zijin matter to ASEAN investors because their results often track the same metal prices that move regional miners.

### Yuan held back

The PBOC set a much weaker-than-expected midpoint of 6.7180, against a 6.6811 Reuters estimate, according to FXStreet and Tradingpedia. investingLive said the yuan fell to a two-week low as the central bank moved to slow its rally. A private survey showed services activity growth slowed to a three-month low in October, investingLive also reported. For ASEAN exporters of coal, nickel, palm oil and electronics, a managed yuan and soft Chinese services demand are worth tracking.

## Political & policy watch

- **Buyback relending:** Applications under the share buyback and stake-increase relending tool topped 200 billion yuan, the PBOC said, according to investingLive. investingLive noted the tool lends money to companies; the PBOC does not buy shares itself.
- **FX reserve ratio:** The PBOC is raising banks' foreign-currency deposit reserve ratio to 6% from 4%, effective Nov 15, to "strengthen the management of foreign exchange liquidity," investingLive reported on Nov 3.
- **US midterms:** Final results were still pending during the Asian session, according to investingLive. Market readings of the outcome may change as more races are called.
- **Middle East:** investingLive reported that Iran's Revolutionary Guards claimed attacks on tankers south of the Strait of Hormuz; those claims had not been independently confirmed, and Bullquill has not independently verified them.

## Risk checklist for readers

- One-day rallies after a deep selloff can reverse. Index moves of 6% to 10% in a session, as on ChiNext and the STAR 50, show how volatile growth boards can be.
- Daily price limits on mainland boards can cap or delay moves, so a stock at its limit may not reflect all buying or selling interest.
- Policy tools that lend money for buybacks are not the same as direct state buying. Check PBOC and CSRC statements for the actual size and terms.
- The PBOC midpoint is a reference rate, not the traded spot price. Compare each fixing with the previous fixing and the published estimate.
- Currency risk matters: mainland shares are priced in yuan, Hong Kong shares in Hong Kong dollars.
- Overseas events, including US election results and Middle East shipping risks, can move Asian markets quickly. Rely on official results and confirmed reports.
