- UN Secretary-General António Guterres condemned the attacks near Amiet Market and Todach without naming a perpetrator and said "there will need to be accountability."
- The strike came weeks before the UN peacekeeping mandate for Abyei (UNISFA) is due to expire on 15 November 2026.

## What happened

The Abyei drone strike hit Amiet Market, a trading hub north of Abyei town, on Monday, 19 October, killing at least 153 people, according to Abyei's caretaker information minister. The toll, up from 73, has not been independently verified and is expected to rise.

Yohana Akol Ngor, caretaker minister of information in the Abyei administration, said the strike hit at about 11 a.m. local time, according to Reuters reporting. He said fires were still burning at the site a day later and some bodies had been burned to ashes, which made recovery and counting difficult. He described the situation as "terrible", according to reporting carried by Al Jazeera and The National.

The UN Secretary-General's statement, published on the UNISFA website, refers to drone attacks "near Amiet Market and Todach". It says dozens of civilians, including women and children, were killed and many others injured, and that many people remain missing.

## The death toll and who reports it

Casualty figures have changed quickly and come from different sources. None has been independently confirmed. The table below sets out what each source has said and when.

The gap between the UN's "dozens" and the local administration's 153 is not necessarily a contradiction. UNISFA is still verifying casualties, and the UN statement says it expects the number to rise. Until a verified count is available, the 153 figure should be read as the Abyei administration's estimate.

## Competing claims over responsibility

No party has publicly claimed the strike, and the accounts of who carried it out, and what it was aimed at, differ sharply.

### South Sudan and the Abyei administration

Abyei's caretaker information minister blamed the Sudanese army. Reuters noted that he did not provide evidence for the claim. South Sudan's Foreign Ministry also blamed Sudan and said drones had hit several locations inside the market. The ministry urged Sudan to refrain from acts that put civilians in danger.

### Sudan's army

Sudan's armed forces made no immediate official comment, according to Al Jazeera. However, a senior Sudanese military officer, speaking anonymously to the Associated Press, said the army had struck fuel tankers coming from South Sudan and bound for the RSF. He said the people killed were RSF members and fuel smugglers, and that the military does not target civilians. Officials in Sudan's military-led government have also said the RSF is active in parts of Abyei, a claim the Abyei minister denied, The National reported.

### Diplomats, an aid worker and an analyst

Three diplomatic sources, an aid worker and a conflict expert told Reuters that the strike hit a fuel depot in the market. The diplomats said the RSF had previously used the depot to supply its forces. The Abyei minister said the depot served local businesses. An eyewitness quoted by Reuters said he did not see RSF fighters or other uniformed personnel at the market.

### The RSF

The RSF did not immediately respond to requests for comment, according to Reuters.

Under international humanitarian law, even a target with a military use must be weighed against the expected harm to civilians. The UN statement does not name a perpetrator, but it stresses that attacks on civilians and civilian infrastructure are prohibited and that all parties must protect civilians.

## South Sudan's diplomatic response

South Sudan's Foreign Ministry summoned Sudan's ambassador in Juba over the strike, according to Sudan Tribune and Al Jazeera. Juba says it has not taken sides in Sudan's war. Diplomats and analysts quoted by Reuters and Al Jazeera say Abyei has nevertheless become an important transit route for RSF fuel and logistics. That allegation puts Juba in a difficult position: any perception that the shared Abyei area is feeding one side of the war raises the risk of further strikes near the border, while the summoning of Sudan's envoy signals that South Sudan sees the attack as a violation affecting its own people.

## The UN response and the UNISFA mandate

In his statement, the Secretary-General said UNISFA had deployed medical staff, firefighting capabilities and quick reaction forces to treat the wounded, support evacuations and stop the fire from spreading. He called on the governments of South Sudan and Sudan to take all possible steps to prevent further attacks and to uphold Abyei's demilitarised status. UN spokesperson Stéphane Dujarric said separately: "We remain alarmed by the relentless drone attacks across Sudan."

The UN Interim Security Force for Abyei was created by Security Council resolution 1990 in June 2011, shortly before South Sudan's independence. According to the mission, its tasks include protecting civilians, keeping Abyei a demilitarised zone, supporting dialogue on the area's final status, encouraging reconciliation between communities and facilitating humanitarian aid. Resolution 2802, adopted on 14 November 2025 by 12 votes to none with three abstentions, extended the mandate until 15 November 2026\. It also set benchmarks requiring both countries to withdraw unauthorised armed forces and fully demilitarise the area.

The mission had already warned of rising insecurity. In May, according to The National, UNISFA said the RSF's presence had increased insecurity and that delays in settling Abyei's final status were putting civilians and UN personnel at risk. On 17 September, UNISFA condemned intercommunal violence at Amiet Common Market that, by its count, had killed 26 people and injured 82 by 16 September. In December 2025, a drone strike on a UNISFA logistics base in Kadugli, South Kordofan, killed six Bangladeshi peacekeepers, an attack Sudan's army blamed on the RSF, which denied it.

## What is still unknown

- **A verified death toll.** UNISFA is still verifying casualties, and many people are reported missing.
- **Who carried out the strike.** South Sudan blames Sudan's army; an anonymous Sudanese officer described an army strike on RSF-bound fuel; no independent investigation has published findings.
- **What was hit.** Accounts differ on whether the main target was a fuel depot, fuel tankers, or the market itself, and on whether the depot served the RSF or local traders.
- **The link to Todach.** The UN statement mentions attacks near Todach as well as Amiet; details of casualties at each site have not been published separately.

Abyei is not the only place where UN-mandated forces are operating under fire. In Haiti, four Salvadoran members of the UN-backed Gang Suppression Force have been abducted, and El Salvador's president has warned the gangs of a harsher response ([our report on Bukele's warning](https://bullquill.com/bukele-rescue-operation-haiti-gangs-salvadorans/)). Questions of accountability for attacks on civilians also hang over the International Criminal Court, which the European Parliament has just awarded its [2026 Sakharov Prize](https://bullquill.com/icc-wins-sakharov-prize-2026/).

## What it means

If the Abyei administration's figure is confirmed, the strike would rank among the deadliest single attacks linked to Sudan's war since it began in April 2023, and one of the most serious to spill into territory that is supposed to be demilitarised and protected by UN peacekeepers. It also sharpens three pressures at once. For Sudan and South Sudan, it adds a diplomatic dispute to an already tense border relationship. For the UN, it comes weeks before the Security Council must decide whether, and how, to renew UNISFA's mandate, and it tests the mission's ability to protect civilians in a zone where drones can strike without warning. For people in Abyei, the loss of the area's main market hits food supplies, trade and livelihoods, while about 8,000 people have reportedly been displaced. The key questions in the coming days are whether a verified toll emerges, whether any independent investigation is opened, and how the Security Council addresses Abyei when it takes up the mandate in November.
